Professional Experience
Steven Matthews is a principal-level land use planner and project manager with over 35 years of diverse experience. Specializing in land use, urban design, and community development programs, Steven can steer complex multi-jurisdictional and community visioning programs that require obtaining consensus from wide interests and stakeholders. 

In the past, Steven has served on several technical rules committees for the Washington State Department of Ecology dealing with diverse issues including the revision of SEPA administrative rules and the revision of the Washington Shoreline Management Act. As a county planning director in Oregon, he oversaw the first periodic review of the county’s comprehensive plan and implementation ordinances to comply with Statewide planning goals He has also managed several large master and regional planning efforts in Washington, Oregon, Hawaii, and Nevada. 

Steven’s community planning experience includes prior work with the Department of Land Conservation and Development’s regional problem-solving demonstration project for various rural counties and rural communities in Oregon. Steven’s current work experience is providing land use services to clients in the energy sectors to route, site and permit linear transmission and their supporting facilities.  His utility infrastructure experience includes 500kV (AC & DC), 345kV, 138/115kV, transmission lines, large diameter potable water trunk transmission lines, natural gas distribution transmission facilities, wastewater treatment and discharge facilities, and wireless telecommunication facilities.
