Maintenance Headquarters Commissioning – Bonneville Power Administration

Akana is supporting the Bonneville Power Administration (BPA) with commissioning and code review services for the North Bend, Oregon Maintenance Headquarters renovation. This major upgrade focuses on seismic resilience and energy efficiency improvements, ensuring the facility meets modern safety and sustainability standards.

As part of the commissioning (Cx) process, Akana verifies that all systems are installed and operate according to the design intent and performance criteria outlined in the project specifications. Our team developed the commissioning plan and specifications, reviewed submittals, conducted construction inspections, and performed functional testing—including opposite-season testing—along with warranty reviews. The scope includes mechanical, electrical, and plumbing systems such as variable refrigerant flow (VRF) HVAC systems, heat recovery and ventilation units (HRU and HVU), ventilation fans and controls, electrical power distribution, lighting and lighting controls with daylight harvesting, and domestic hot water systems.

In addition, Akana provided comprehensive code review services, ensuring all design specifications comply with the 2014 Oregon Structural Specialty Code (OSSC) and BPA’s internal standards. This review encompassed mechanical, electrical, plumbing (MEP), structural, and architectural systems. The project’s seismic and energy conservation upgrades required close coordination across all disciplines to maintain compliance while achieving performance goals.
