The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Independent Qualified Registered Professional Engineer (IQRPE)

For more than 20 years, Akana’s key personnel have supported federal agencies in the development, permitting, and trial burn support of complex chemical and hazardous waste disposal systems. This work is part of a global effort under the Chemical Weapons Convention, which came into force on April 29, 1997 and set a deadline for worldwide elimination of chemical weapons by September 30, 2023.

Akana’s thermal combustion experts have worked on a wide variety of systems and locations, including the RCRA Facility Closure at Johnston Atoll, Pine Bluff Chemical Agent Disposal Facility, facility closure planning and trial burn support at Tooele Chemical Agent Disposal Facility, and RCRA Facility Construction Certification at Umatilla Chemical Agent Disposal Facility. These projects reflect Akana’s extensive experience in hazardous waste management and compliance.

At PCAPP, Akana provides independent Colorado Registered Professional Engineer (ICRPE) services for RCRA closure. As the ICRPE, Akana supported the Bechtel Pueblo Team through design, construction, testing, and operation of PCAPP facilities, which included munitions control and storage, agent and energetic processing, biotreatment, laboratory operations, and other critical systems. Responsibilities included facility construction certification, construction modifications certification, and trial burn support as required by the RCRA hazardous waste permit.

Following the successful destruction of the chemical stockpile on June 22, 2023, Akana is now providing closure certification support services. Our team performs on-site inspections, testing, and equipment verification, reviews and audits documentation, and conducts programmatic audits to confirm compliance with approved plans and procedures. Currently, Akana provides full-time onsite inspection of closure activities and reviews demolition and reuse readiness reports. Once approved by the State of Colorado, demolition activities will be included as part of Akana’s final certification of PCAPP closure.
