Professional Experience
Dean has over 20 years of demonstrated experience as a Program and Senior Project Manager. In this role, he has provided leadership and support for contract administration by coordinating the successful scoping, cost estimation, fee negotiation, quality management, and contract compliance for over $100 million of DOE, USACE, Air Force, and GSA contracts. His experience includes direct project management, contract management for indefinite delivery contracts, client portfolio management, corporate division-level executive management, and department- and project-level management of a wide range of design and construction projects including facilities, electrical power transmission and distribution, water/wastewater systems, roadways, flood control, and all phases of environmental projects from site characterization through remediation, operations, and closure.  

Dean also has demonstrated experience coordinating and reviewing work plans, submittals, requests for information, contract changes, issuing “Non-Compliance Reports” as necessary, and ensuring that proper corrective actions are taken by contractors and documented in a timely manner. He is experienced with the development and review of work plans, reports, sampling and test plans, and test reports; he is competent in the performance of field testing, inspection, and observation during construction and reporting of all test results. He is experienced with the USACE Three-Phase QC/QA practice for implementation of Quality Assurance and Quality Control management and is certified in Construction Quality Control Management by the USACE, NAVFAC, and AFCEC.
