PGE Distribution Facilities in Portland and Salem Metro Areas

To prepare for electrification of the vehicle fleet, PGE will be constructing underground power distribution infrastructure at its Distribution Facilities to prepare the sites for expanded electric vehicle changing. Soil excavated for installation of vaults and conduits is planned to be disposed of offsite. To ensure that soil is properly managed, PGE requested services for in situ sampling of soils planned for removal and to characterize them for disposal or beneficial reuse as clean fill.

Akana was hired as the environmental consultant to characterize the soil planned for excavation and offsite disposal.

Site Investigation – Akana reviewed sites environmental histories and construction plans for proposed electrification infrastructure to prepare a work plan for PGEs review. Akana subcontracted private utility and drilling contractors to complete the site investigation of shallow soils. Results from the investigation were compared to the Clean Fill Screening Levels in the Oregon Department of Environmental Quality’s (ODEQ) Clean Fill Determinations, dated February 21,2019 and the trench worker Risk-Based Concentrations (RBCs) in ODEQ Risk-Based Decision Making for the Remediation of Contaminated Sites, dated May 2018 and summarized in a site investigation report.
